Establishment
Today's Ministry of Labour & Social Affairs has existed for about half a century holding different names. Accordingly, in 1957 by legal notice no. 15, it was established as the "Ministry of Community Development". Nine years later in 1966, it was re-established by legal notice no. 46 as the "Ministry of Community Development and Social Affairs" and made to incorporate programmes pertaining to labour affairs, social welfare and community development to its mandate. Then from 1977 onwards, restructured by proclamation no. 127 as "Ministry of Labourand Social Affairs", is mandated to coordinate activities undertaken in labour & social affairs areas at federal level.

To see Ethiopia, where industrial peace is prevailed, employment opportunity is broadened and social welfare is ensured.
Mission
By participating pertinent bodies and in coordination with them;
- To assure the existence of peaceful industrial relation to protect workers health and safety, to improve working environment and to extend employment service.
- To strengthen marriage and safeguard family welfare, in order to extend the social welfare development service of the elderly and disabled through conducting research, formulating laws, policies, legislations as well as directions and following up their implementation.

Powers and Duties
The Ministry of Labour and Social Affairs has the powers and duties to:
- with a view to ensuring the maintenance of industrial peace:
- encourage and support workers and employers to exercise their right to organize and collective bargaining;
- encourage the practice of participating in bilateral forums between workers and employers and tri-partite forums including the government;
- establish efficient labour dispute settlement mechanisms.

- issue and follow up the implementation of occupational health and safety standards;
- Create conducive conditions for the provision of efficient and equitable employment services, determine conditions for the issuance of work permit to foreigners and issue such permits; regulate the provision of foreign employment services to Ethiopians;
- undertake studies on manpower employed in the formal and informal sectors, unemployed manpower and the classification of jobs in the country; collect, compile and disseminate information on labour market;
- register workers' and employers' unions established at national level;
- register workers' unions and collective agreements relating to federal public enterprises situated in cities accountable to the Federal Government, and carry out labour inspection services in such organizations.
- undertake and facilitate the implementation of studies on ensuring and improving the social well-being of citizens, in particular, on:
- the protection of family and marriage;
- the creation of equal opportunity for persons with disabilities;
- the provision of care to the elderly and the encouragement of their participation.
