Establishment
Social and Civil Affairs Bureau (BoSCA) is a newly restructured government bureau established under Adds Ababa City Administration with the amended charter/Proclamation No.311/2002 merging the former Bureaus of Labour and Social Affairs and Foreign Relation and Development Cooperation on the basis of democratic principles brining reliable development and good governance.
Vision
To see Addis Ababa a city free of poverty, social insecurities/injustices and became a center where well-established service delivery system and good governance practiced to the best interest of the residents.

Powers, Duties & Responsibilities
- Conduct studies for the promotion of community based rehabilitation, develop appropriate strategies and implement same upon approval for children and youth under difficult circumstances, the elderly and persons with disabilities;
- Create conducive ground for the establishment of institutions that render various services through the organs of the City Government and Non-Governmental Organizations for children and youth under difficult circumstances, the elderly and persons with disabilities that can not otherwise be catered by community based rehabilitation, administer orphanage institutions that serve the youth, elderly and persons with disabilities, or device strategies for the administration of the institutions by Non-Governmental Organizations or jointly with them and implement same upon approval;
- Develop strategies for the participation of the community to eliminate social problems and social evils;
- Request for, receive and distribute assistances to the people being helped, declare the degree of emergency disaster whenever it occurs in the City, reserve materials and food that can be used during emergency disasters,
- Study and propose mechanisms that strengthen efficient and coordinated operation partnership between GO and NGOs, on matters of social security, ensure the implementation of same upon approval, forward its opinion to the concerned Government organ as may be necessary on the issuance of work and residence permit to foreign nationals for the projects undertaken by NGOs as well as request on tax exemptions on imported items,
- Conclude agreements and follow up the implementation of projects proposed by NGOs ascertaining their appropriateness,
- Support social security activities undertaken by NGOs,
- Provide educational and training services for employers and employees that are found in the City to promote industrial peace, develop methods for the expansion of labour counseling services, register of vacancies and labour exchange and implement same upon approval,
- Register and support employers association and trade unions in accordance with the directives issued by the relevant organ of the Federal Government,
- Attempt to amicably resolve disputes that could arise during negotiations of collective agreement, register collective agreements in ensuring that they are included in accordance with the Labour Proclamation,
- Attempt to reconcile parties involved in collective labour dispute,
- Undertake studies, research and gather information in collaboration with appropriate organ on job classification, employed and unemployed human resource of the City,
- Supervise labour standards issued for the protection of the safety and health of workers, safety of working environment and protective devices are applied by undertakings,
- Issue license of competence, Support and supervise Labour Exchange Agencies operating in the City.
