Establishment

It was Awssa Awraja Labour & Social Affairs Brach Office during the Derg regime.  During the TGE up to 1989 E.C. it was established as an institution by the ANRS. From 1990 E.C. up to Sene 1994 E.C again reorganized as DPPLSA Bureau as a department.  From January 1994 E.C. up to Sene 1998 again restructured under Information and People's Organization Co-ordination Bureau still as a department.
Today it has got its Bureau status namely, People's Organization Labour and Social Affairs Bureau with 3 departments of which Labour Department again has got two teams.
Headed by Bureau Head has 3 departments expected to achieving its objectives and support-service which gives its services also to other Bureau's whom are under same social sector by a pool system.
The departments are People's Organization and Participation, Labour Department and Social Affairs Department.  The support-service on the other hand, are Administration and Finance, Planning and Programming, Public Relations, Audit Department and Civil Service Reform.

Mission

  • Setting industrial peace, maintaining worker's safety and health, improving working environment and expansion of employment services;
  • Prevention of social problems, development of social welfare and provision of extensive rehabilitation services to the society; and
  • Implementation of the labour law, regulations, procedures codes, etc of federal as ell as the Region.

    Powers and Duties

    The People's Organization, Labour and Social Affairs Bureau has been given the following powers, duties and responsibilities by Afar proclamation 31/2006, the proclamation promulgated to delimit the powers, duties and responsibilities of the Executive body of the Afar National Regional state:-

    • Facilitate a way in which the society organizes itself into various associations and participate in the development works; formulate a strategy by which the public participation shall be guided;
    • Exert the necessary effort to make associations exchange experiences, support each other and operate integrately;
    • Determine standards and measures for the safety and health of workers and follow up their implementation;
    • Issue directives covering the registration of employers and workers unions, register and assist employers and workers unions established at the regional level;
    • Facilitate and assist the efficient settlement of collective bargaining and labour disputes following the prescribed procedure.
    • Collect, compile and disseminate information on manpower and employment, safety and health of workers and on other matters relating to labour relations.
    • Study, and in cooperation with the appropriate organs, ensure the implementations of ways and means for providing assistance to the aged and the disabled as well as the rehabilitation of the disabled;
    • Undertake studies on the prevention of social problems; Coordinate and give assistance to the appropriate organs in eliminating social problems.
    • In Cooperation with the appropriate organs, study and on approval, follow up the implementation of ways and means for the protection of family and marriage institutions.

    • Expansion of participatory developmental social and welfare programmes and services
    • Study the causes of social problems and develop preventive measures
    • Rehabilitate segments of society who are already suffering from various social problems
    • Provision of systems to alleviate those pillars of society-family problems faced out of poverty.
