The bureau of labour and social affairs of Amhara national regional state established as an autonomous Regional government office having judicial personality by the proclamation NO 4/1995 article 16, is now re-established by proclamation NO 16 and 60/2002 of the regional state on the basis of previous powers & duties.

The bureau of Labour and social affairs has been given the following power and duties by the regional government on proclamation NO 4/1995 and 60 /2002 as follows:

• Cause the implementation, with in the region of the Labour and Social Affairs policy of the country;
• Ensure that law, regulations and directives issued concerned employers and workers are respected within the region;
• Supervise that labour standards issued for the protection of the safety and health of the workers and protective devise are properly implemented;
• Register employers and workers association to be established within undertaking and at regional level, and give support to the same;
• Make the necessary effort for the speedy settlement, following the procedures established by law; of collective negotiations and trade disputes, register collective agreements;
• Undertake studies, in cooperation with the concerned bodies, concerning the manpower of the region and occupational classification of the same;
• Take measures to enable the proper exchange of labour and the registration of job seekers and vacancies in the region;
• Collect, compile and with analysis transfer to the concerned bodies information pertaining to man power and employment, safety and health of workers and other matters related to labour relations in the region;
• Cause the implementation, with participation of the regional state and the community, of polices issued to strengthen women participation in the political, economic, social and cultural fields;
• Make the necessary endeavor, in cooperation with appropriate organs, to devise, in the region, the means which enable the proper upbringing of children and youths;
• Prepare, in cooperation with the appropriate organs, programs enabling the assistance rehabilitation of the elderly and the handicapped, in the region, and upon approval implement the same;
• Coordinate, and give the necessary support to the people of the region in the extrication of social problems;
• Implement, in cooperation with the concerned bodies, policies issued for the protection of the welfare of the family and marriage institutions.
