Social Affairs Department
Social Affairs Department is one of the two departments of Labour and Social Affairs Bureau. It works on the activities being undertaken by a community with a view to facilitating the economic and social conditions that are conducive to a health life and a sustainable development as well as to activities designed to meet the common needs of a society or to solve its problems. The social Affairs Department mostly emphasizes on the developmental preventive and rehabilitative activities in the community for different segments of the society. Segments of the society whose Social Welfare is a priority concern for the department are:
- Children;
- Youth;
- The Family;
- Women;
- The Elderly;
- Persons with Physical and Mental Impairment;
- Social problems.
Under the Social Affairs Department there are two work teams:
- Social Development and Women's Affairs Team
- Social Evils Prevention and Control, the Elderly and Disabled People Affairs Team.
In order to implement its Activities, the Department uses the following Activities:
- Encouraging Community participation;
- Partnership and Coordination Net work;
- Research/Studies;
- Enhancing Capacity Building;
- Making Programs/Projects and Services;
- Advocacy and Awareness Raising;
- Gender Issues;
- Using Data Bank Systems;
- Accessing Social-Welfare Related Laws;
- Follow - up and Evaluation.
Labour Department
The labour department is mainly responsible for the overall implementation of the country's labour law (proclamation No 377/2003) within the regional government. It works closely with it's stakeholders such as the regional branch office of the Confederation of Ethiopian Trade Union (CETU) and its counterparts, the Regional Employers Federation (AREF) and the Ethiopians Employers Federation (EEF) and, of course, with other governmental, Non-governmental and private organizations. The department has currently three functional teams who assorted themselves and deal on the following major task incumbents;
- Issues with regard to Industrial relations;
- Issues with regard to occupational health and safety; and
- Issues related to manpower and labour market information systems.
With regard to manpower, a total of 8 professionals and one secretary are presently working under the department equipped with the necessary work materials. The department has an obligation to direct and render technical support for the zonal branch offices and labour boards. The department has currently trying to install a database management system to facilitate its work performances.
Moreover, there are nine branch offices in major towns of the region. Besides this, there are three labour relation boards and two welfare & training centers, which are directly accountable to the Bureau's head.
The Bureau's Organizational Setup is currently cover the 10 zonal administrations out of the 11 zones which exist in the region. There is no branch office in Agew-Himera zone. The bureau has also no offices at Woreda (the smallest decentralized body of the government) level.
