North Shoa Zone is one of the 11 zones in the Amhara National Regional State (ANRS) and the Zonal town Debre Birhan is located 130 to North-East of Addis Ababa. The zone is administratively organized in 20 woredas & 398 kebeles. The total population of the zone is 2,042, 125 (Projected 2005, Regional planning and economic development bureau) out of this about 50% of the population consists of children under 18. NSZOLSA branch office is organized with head of the branch office, 2 functional teams and a general service section. Currently 30 employees are working under the office.
The branch office renders the following major services to its customers;
The Social Affairs Department
To achieve the goals & objectives of the federal democratic republic of Ethiopia developmental and social welfare policy which is dated on Nov. 1996, the social affairs department is working hopefully. The department especially is trying to enhance the living conditions of segments of the society whose welfare is a primary concern of the policy; those are children, youth, family, women, the elderly, persons with physical and mental impairment, and social problems. - To implement and making aware the public about the convention of the rights of the child adopted by the general assembly of the UN on Nov, 1989 and there by promote their good upbringing, we are establishing zonal, woreda, and kebele CRC committees and strengthen the already established ones.
- Facilitating conditions for orphaned & abandoned children to have adoption service.
- Rehabilitation programs are undertaken aimed at preventing & controlling social programs as are inimical to human dignity and productivity which include prostitution, begging... etc. Hopeful measures are undertaking in this area especially with regard to prostitutes found in the zonal capital, are beneficiaries of this program despite the fact that we lack capacity to do effectively in all towns found in our zone. So we need badly the helping hand of any organizations in this area.
- Conditions that enable persons with disability are facilitated through different rehabilitation programs, e.g. through credit & savings.
- There are four disabled persons Associations established in our zone aimed at addressing economic, political, psych-social need of their members. These Associations gets counseling services and different training regarding their rights other issues concerning disability from our office.
- There are also three elder persons Associations in the zone that are working on income generating activities to enhance the living conditions of their members and to be model for the youth. These Associations also get the above mentioned services from our office despite the limited capacity that we have.
- We are working hand in hand with NGO's, community based organizations, and voluntary Associations involved in preventing, controlling and treating the consequences of social problems.

The Labour Relations Department
We are dedicated for the implementation of the labour proclamation of No. 377/2003, other laws relating to labour relations, register collective agreements and enforce decisions and directives given by the authorities responsible to determine labour disputes. More over;
- We have a ready made list of unemployed manpower, so we can assist employers in job placement.
- If any one or entity wants to establish private employment labour exchange agency, we can deliver the necessary expertise support.
- We are working with any bargaining party at workplaces in the conclusion, amendment, duration and validation of "collective agreement".
- We are pleased to give a detailed elaboration about labour proclamation of No 377/2003 for any body who inquires.
- We can provide you expertise advice for the formation of trade unions & employers associations.
- We are always ready to serve workers and employers diligently and impartially to resolve labour disputes.
- We can give you a clear image about the contract of employment before or after an employment
- If you delegate us, we can recruit appropriate labour force (man power) for your organization.
- We prepare entrepreneurship training for job seekers by ourselves, and assist individuals to obtain employment.
- Our safety experts are always ready to consult you concerning safety & health issues and can make an arrangement for tailored made on the job training, which lasts for an average of 3-4 days so as to make the working environments are less susceptible from occupational hazards, based on the needs assessment carried out before hand.

All in all our office believes that the effective implementation of the country's labour law and social welfare programs addressing primary the above mentioned segments of the society requires the active participation of religious organizations, NGOs, civic Associations & private sectors.
