1. GENERAL BACKGROUND
Oromia zone, which is established in 1986E.C according to Article 39 of the constitution of FDRE, is one of the three nationality zones in the Amhara National Regional State (ANRS) comprising of five weredas namely Bati, Dewa Chefa, Jille Tumuga, Artuma Fursi and Kemissie.
The zone with an area of 4665km 2 is bordered with Afar National Regional State in the east and south; South wello zone in the north and west; and with North shewa zone in the west and south.
The zone has got three major ecological zones. Kolla (arid and semi arid lowlands below 1000 meters above sea level) constitutes about 89%; Weina Dega (between 1000 and 1500 meters above sea level) constitutes about 10%; and Dega (between 1500 and 3000 meters above sea level) constitutes about 1%.
According to the Bureau of Finance and Economic Development of the ANRS, the population size of the zone is estimated to be about 559,902 of which 51% are males and 49% are females. Oromo, Amhara and Argoba nationalities are the major dwellers in the area.

2. ECONOMIC
As elsewhere in the region as well as the country, agriculture is the mainstay of the population in the zone where 90% of the population is engaged in. However, since the land has been cultivated for a long period of time unwisely, because of low agricultural productivity and since the greater proportion of the zone is found within the kolla or semi arid ecological zone that is characterized by frequent shortage of rainfall and high temperature, the economic growth of the zone is not able to cope with the fast growing population and to ensure food security at the household level.
3. SOCIAL
Even though the proportion of the urban population is small as compared with the total population of the zone and the numbers of urban centres are few, the number of people living in difficult circumstance is increasing from time to time. Because of the food insecurity in the rural areas of the zone, there is a continuous rural-urban migration specially, children and the youth. Therefore, social problems in the zone are increasing considerably. The problem of unemployment, street life, adultery, drug abuse and others are the major social problem in the zone. This problem in turn aggravates the problem of HIV/AIDS. Since the towns of the zone are found along the main highways from Addis Ababa to the north and north east of the country and accommodate high traffic volume of both freight and passengers transport, the spread of HIV/AIDS is increasing at an alarming rate. There is only one NGO operating in the zone and even the activities of the organization are confined to selective targ et groups of children in specific areas.
4. ORGANIZATIONAL STRUCTURE
Oromia zone Labour and Social Affairs branch office has been established as one of the branch offices of the ANRS-BOLSA. The branch office has two major executive bodies:
- The Labour affairs department that works for the prevalence of industrial peace thereby implementing the worker-employer affair proclamation No 377/2003.
- The Social affairs department that works for the assurance of social welfare of the society by its prevention, rehabilitation and developmental strategies.

5. VISION
To see that people in the productive age group are engaged in productive work and the social welfare of the society is assured.
6. MISSION
- Prevailing industrial peace, respect of the rights of workers and employers, creation of favourable working conditions and expansion of employment opportunities.
- Prevailing social problems, rehabilitating the victims and expanding developmental activities to ensure the social welfare of children, the elderly, youth, the family, women, the disabled, and people in especially difficult circumstances.

7. SERVICES AFFORDED BY THE OFFICE
- To organize, train, teach, and rehabilitate people with social problems so as to create a social condition conducive to a healthy life and a sustainable development.
- Maintaining industrial peace and harmonious relationship between workers and employers thereby undertaking occupational safety and health as well as general working condition inspections (Labour Inspection) on the principles of International Labour Organization (ILO).
