Establishment

The Benishangul Gumuz Regional State Information Culture, Tourism and Social Affairs Bureau is established by proclamation to provide for the duties and responsibilities of the 3 bodies of the Regional State with multifaceted mandates.

Vision

Observing a developed culture which embraces participatory development and alleviation of social evils with an environment of tourist attraction happen by inducing a developed political culture.

Mission

  • Evaluate the regional public to get access to reliable and timely information;
  • Empower the public at large to an all round participation in the democratic and developmental processes;
  • Ensure the public at large benefits from the fruits of development by eliminating social evils;
  • Ensure that women are emancipated from all their political, economic and social constraints, and benefit from improved livelihood and gender equity;
  • Realize the young generation with an ideal universal reliable personality;
  • Preserve the public culture, heritage and sports on a mass base.

Powers, Duties & Responsibilities

The Benishangul Gumuz Regional State Information Culture, Tourism and Social Affairs Bureau is given the following mandates.

  • It is vested with a spokesman authority for the Regional State.
  • It regulates and controls the timely flow of information to the regional community at large.
  • It monitors and coordinates two ways news and program exchanges from the region to the federal and vice versa.
  • It directs Mass Medias and the press at Regional level to contribute to the authority of the goals and related mutual objectives of the Region.
  • It disseminates the ways of life and cultural values of the regional community.
  • It promotes mass organization and mobilization for development.
  • It encourages and supports voluntary associations of the community.
  • It councils and educates about the goods of getting organized for common goal.
  • It accesses experience sharing and networking for pubic associations.
  • It designs strategies for expansion of information networks and facilitates public forums for democracy.
  • It provides Labour Market Information (LMI) for policy markers and interested users.
  • It conducts labour dispute conciliation in light of the fact that industrial peace and productivity are maintained.
  • It carries out inspection and educational duties at workplaces on occupational safety and health (OSH).
  • It provides and facilitates care and support as well as rehabilitation services for OVCs and other vulnerable groups in the community.
  • It carries out inventory, register, protection and development of tourism sites in a standard satisfying tourist attraction.
  • It initiates policy ideas regarding preservation and conservation of regional treasuries, conducts research and designs projects for their best conservation and well keeping.
  • It promotes the proliferation of regional culture, arts and creativity.
  • It explores the relics and semantics of the region and carries out their rehabilitation and preservation.
  • It coordinates research and studies on the history and languages (literature) of the region's nationalities so that they are developed into working level.
  • It carries out strategies to fight back and eliminate harmful traditional practices (HTPs).
  • It establishes and expands pubic records and library as well as museums in the Region.
  • It carries out and encourages youth indoctrination activities.

On top of the above enlisted duties provided with its mandate, the Bureau also carries out such cross-sectoral activities as

  • HIV/AIDS prevention and control;
  • Environmental preservation;
  • HTPs elimination and gender promotion.

Services

By virtue of its naming and mandate, the Information, Culture, Tourism and Social Affairs Bureau (ICTSA) of the BGRS provides services specialized into six main branches. Accordingly, the following are the major services we provide.

News Services

  • Access political, economic and social events and activities of the region to electronic media;
  • Evaluate news coming from various sectors are of a standard level;
  • Classify and document news transferred to media.

Press and Public Relation

  • Introduces the objective and current situation of the Region through print media.
  • Introduces the Regional investment potentials, tourist attractions, and indigenous cultural and value assets of the region.
  • Heralds the position of the Regional Government on current affairs.
  • Trains youth amateurs in journalism.
  • It serves as the regional photography and audiovisual documentation center.

Culture and Tourism

  • Amplifies the indigenous historical and cultural values and assets of the public at large.
  • Preserve and conserve the regional heritage and educate the public about their care.
  • Enrich tourist attraction points and promote them to income generation industry by introducing them to national and expatriate visitors.
  • Enrich the indigenous languages and enable children to learn in their mother tongue.
  • Collect and organize folklores and other heritages of the Region in public libraries and museums.

Labour and Social Affairs
The Labour Affairs Services
Manpower and Employment

        • Gather labour market information and distribute to users and policy makers.
        • Asses existing problems in labour market and draw solutions.
        • Provide job seekers registry service at Woreda level.
        • Conduct vocational counseling.
        • Introduce job seekers with employers.

Industrial Relation Services

        • Assist laborers and employees to organize into unions.
        • Facilitates streamlined negotiations for collective agreement.
        • Acknowledges and authorize union leaders of both parties with identity card.
        • Guaranties legal entity for unions of workers and employers with certificate.
        • Conciliates labour disputes upon voluntary will of disputing parties.
        • Inspect the minimum labour conditions are respected as per the provision of the law.
        • Raise legal conscious of workers, employers and other stakeholders on the labour law and related regal instruments.

Occupational Safety and Health

        • Conduct research and education on OSH at workplace.
        • Advise workers and employers on the prevention of occupational health hazards and accidents.
        • Prescribe for firms on the use and types of protective wears and devices proper with the nature of work engaged in.
        • Carry out routine and regular inspections to firms and give advice on the basis of observations.
        • Establish and assist safety committees in every firm.
        • Sensitize and educate workers and employers on HIV/AIDS prevention, control, care and support at work place.

The Developmental Social Welfare Services

The developmental social service of our bureau incorporates several service provisions which are categorized into: -

  • Community Development
  • Prevention of social evils
  • Rehabilitation of vulnerable social groups

Accordingly, the major services we render are as following enlisted:-

Children and Family

        • Limited cash support for destitute families particularly female headed ones so as to subsist family livelihood and preventing children from turning out to the streets.
        • Family based schools support for OVCs.
        • IGAs support and follow up for OVCs.
        • Foster care, sponsorship and adoption alternative care and support for OVCs.
        • Orthopedic and prosthetic rehabilitation facilitation for disabled children.
        • Protection of children from abuse and neglect in collaboration with the community, police and justice stakeholders.
        • Paying special care and attention to HIV/AIDS orphans.
        • Coordinate CRC implementation.

Elderlies

        • Organize and support elderlies associations.
        • Limited cash support for elderlies in especially difficult circumstances.
        • Assist elderlies association engaged in income generating activates.
        • Sensitize Government bodies and the community at large to celebrate, care for and extend love to the elderlies.

Disabilities

        • Facilitates free medical services for the disabled unable to cover charges.
        • Facilitates regular orthopedic and prosthetic services assisted by partners.
        • Provide orthopedic aids such as wheelchair, parallel bar, brace, crunch, orthopedic shoe and the like.
        • Encourage and assist disabilities associations.
        • Ensure equal rights and opportunities for the disabled are respected.

Social Evils Rehabilitation

        • Undertake successive surveys on the status of social evils for problem solving.
        • Provide skill training and educational support for commercial sex workers and street children.
        • Reunify street children with families.
        • Facilitate street children to rejoin schooling and carry out follow up.
        • Exert effort to get other employment opportunities for commercial sex workers.
        • Assist commercial sex workers and street children with IGA activities.

Demobilized Army

        • Insert, reunify and rehabilitate demobilized veterans.
        • Support the veterans to get civilian jobs and engage in small scale IGAs.
        • Design and implement skill training, cooperatives and credit projects.

HIV/ADS Prevention and Control

        • Organize HIV/AIDS infected who broke out the silence into association.
        • Encourage the community for VCT
        • Provide community based care and support for PLWHAs.
        • Provide Family Based Care and Support for HIV/AIDS affected and infected children.
        • Launch intensive and consecutive sensitization workshops on the prevention and control of HIV/AIDS at Zonal and Woreda levels.

Public Participation and Organization

By the virtue of the mandate vested to it by proclamation the ICTSA bureau is also responsible to direct and coordinate public participation and organization functions in the Region.  Accordingly, services rendered by the bureau with this respect are:

    • Mass mobilization in the social, political and economic real in line with the regional development direction.
    • Assist and encourage mass participation for good governance, democracy and peace.
    • Organize and empower the public at large with particular attention to women and the youth.
    • Work to the benefits of peace and development.

Civil Service Reform Programme

As a cross sectoral and curnel aspect in the efficacy and democratization process of the over whole public service, the Civil Service Reform unit of our Bureau, as it is every where provides such services as:-

  • Introducing the five reform program elements in every aspect of the bureau's performance.
  • Imparts the ethical principles of the reform to the management and civil servants.
  • Encourage and assist the organization and individual employees to improved service delivery.
  • Receive and entertain public and employee grievances according to the procedures established.
