Power Duties & Responsibilities

According to the Dire Dawa Administration Executive and Municipality formation Proclamation Number 2/1996, the Labour & Social Affairs office has the following duties and responsibilities:

  • It will survey, find appropriate ways in which the rehabilitation service for children and youths living under difficult circumstances as well as elderly is broadened, and when authorized it will make sure they are properly implemented.
  • It will create an appropriate situation for the establishment of service giving institutions established by the administration GOs, NGOs and other for those that cannot be included in the community based approaches and for those living under difficult circumstances such as children, youths, elderly people and disabled people. Moreover, it will manage those administrative institutions that are currently providing service for the orphaned children that don’t have guardian, elderly people and disabled people. Or it will find a way that these institutions will be handled together with the NGOs or by agent. When it is authorized it will put in action.
  • It devices a way of alleviating those social problems and social evils from the society with participation of the society in the administration. When authorized it will put in action.
  • For the projects submitted by the NGOs, by appraising their projects, when found feasible, it will then establish agreements.
  • It will find a way to have an efficient and coordinated way of having partnership between Governmental and Non Governmental Organizations on the social security issues and when authorized it will make sure that it is implemented. When it is vital for the implementation of their projects, it will give the recommendations to the concerned governmental bodies as to letting the expatriate to have employment and residential permits as well as to bring their equipments and materials without tax into the country.
  • It will give its support for the projects underway on the social security issues.
  • It shall provide educational and training services to the employer-employee parties found in the administration in order to have a peaceful working environment. It shall design the way in which occupational counseling is delivered, where job vacancies recorded and creating the way in which the job and the unemployed are met. When authorized it shall make sure that it is implemented.
  • Based on the concerned Federal Government’s laid Regulations, it will register the employer-employee unions and provide them with the appropriate support.
  • It shall make its effort to end the difference that emanates between the employer-employee during the communal agreement negotiations in agreement when they are on the table. It will register the communal agreements by making sure that they are made inline with the concerned labor proclamation.
  • It shall make an effort to resolve the dispute between arguing parties by considering their job agreement.
  • It shall study on the employed, unemployed and as well as occupational grade found in the administration in coordination with the concerned stakeholders.
  • It will supervise the organizations’ working conditions, occupational security, health and standards and protective systems aid to keep the working area safe.
  • It will give a license to those agencies working on joining the employee to the employers. It provides with assistance, and makes sure that they are working under the laid law.

  5. Improving the social security of the elderly that are unattended by broadening the rehabilitation services.
  6. Improving the execution capacity of the office.
  7. Minimizing the ordeal HIV/AIDS is posing on the Family and on the working areas.
  8. Minimizing Family poverty.
  9. Improving the Industrial communications, health and security of the working environment and employee.

    Organizing awareness developing strategies;

    • Strengthening the already established OVC taskforce;
    • Collaborating and working together with the stakeholders;
    • Doing capacity building works;
    • Strengthening the Office with the human and material resources;
    • Providing consecutive and continuing education and training on the labor law and rules and regulations;
    • Following up closely the execution of the clause put under labor proclamation no. 377/96;
