Establishment
The Bureau was established by the Oromia Regional Council by the name of Oromiya Region Labour and Social Affairs Bureau in 1994 E.C and later after two years in 1996 E.C the Bureau was reformed with the same name under the close supervision of the Oromia Regional Council. Then in 1997 E.C. the Bureau was reformed by merging four Bureaus by the name of Oromia Regional Government Public Mobilization, Culture, Sports and Social Affairs Bureau. Again in 1998 E.C the Bureau war re-established as Oromia Public Mobilization, Labour and Social Affairs Bureau with Proclamation No 106/98 by splitting the previous Bureau into three different Bureaus as Sports and Youth Affairs Bureau, Culture and Tourism Bureau and Public Mobilization, Labour and Social Affairs Bureau.
Vison
The vision of the Bureau is to see the people in Oromia Regional Government being organized, develop their productivity and production through their intensive participation by mobilizing their labour, material, financial, knowledge and skills and become high income earners.
Mission
The mission of the Bureau is organizing people in the region based on their interests to participate in development so as to improve their living condition and accordingly contribute to the regional development; working towards the reduction of unemployment and social problems; and ensuring industrial peace and productivity.

Power, Duties & Responsibilities
- Undertaking a study on skill level and the workforce in the region
- Register the job seekers for allocation of jobs to jobseekers
- Collecting analyzing and organization of data relating jobseekers and job opportunities in the region and providing the result for users.
- Preparation of occupational safety and health training programs for workers (employees) in order that work related accidents will be minimized or prevented
- Ensuring the realization of laws and rules relating to employers and employees
- Monitoring the implementation of standards of work condition and employees protection techniques set for basic work condition
- Registering employers and employee organizations (associations) in the region and providing them with an appropriate support
- Registration of collective agreement
- Make all effort (attempt) for resolution of industrial disputes through appropriate procedures laid down for the purpose
- Creating conditions that enable those workers embraced in pension program to utilize their rights
- Licensing those private employment agencies working on allocation of job seekers and job opportunities (vacancies) within the region
- Conduct researches in relation to labour law, particularly on:
- Industrial accidents
- Industrial disputes
- Occupational Safety and Health Hazards
Formal Mandate and responsibilities of the Bureau as given by proclamation 106/98 are:-
- Organizes the people and bring about rapid economic development by their intensive participation so that they will live a better life and contribute to the Nation Growth Domestic Production (NGDP).
- Carry out studies on the complex and numerous social problems of the community in the region and find ways and means to reduce or alleviate the problems.
- Conduct researches about the unemployment problems in Oromia Regional State and gradually reduce the unemployment rate in the region.
- Implement the rules and regulations given by Labour Law Proclamation carefully so that the bilateral rights (employee and employer) are respected and industrial peace be maintained.
- Works for the close collaboration of industries and the people in the buffer zones so that they mutually support each other and work for their common development objectives.
- Collects appropriate data about the industries and job seeker in the region and register the job opportunities that the organization creates for the job seekers.
- Collects information about the Oromo Diaspora and create optimum conditions so that they fully participate in their region's overall development.
Services
Based on the above Vision, Mission and Mandate:-
- In 1998, activities estimated to Birr 350,000,000 were planned to be done by public participation. Therefore, activities estimated to Birr 282,000,000 were accomplished
- In 1999, activities estimated to Birr 500,000,000 were planned to be done by public participation and the accomplishment was 481,967,708.6 (96.4%)
- Different structures under Kebele were effectively and efficiently done on the application of good governance
- In 1998, 200,000 unemployed youth were planned to engage in development activities. The accomplishment was 303,160 unemployed youth engaged in different activities
- In 1999, 300,000 unemployed youth were planned to engage in work so that 237,648 unemployed youth were engaged in different development activities using Birr 50,048,889 loan.
- Five hundred seventy four peasants were organized in 36 associations and engaged in development activities.
- Social groups such as persons with disabilities, elders and persons with mental problems are getting help and services in rehabilitation centers.
- Awareness creation was made on CRC, gender and persons with disabilities.
Proclamation 377/96 has been implemented in industries found in the region.
- Mobilizes and organizes the people for their overall wellbeing based on their interests
- Provides technical and professional supports with regard to the mandate and responsibilities of the Bureau
- Carry out researches on socio-economic problems and implement according to findings and recommendations
- Solve the unemployment problems by organizing unemployed groups and finding funds, loans, and job opportunities
- Supports community groups who are exposed to social problems through reintegration, reunification and community based and institutional rehabilitation programs
- Works closely with GOs,NGOs and CBOs in order to solve social problems
- Provide training service for non-CPA employees and employers to enhance their awareness, skills and knowledge so that they carry out their responsibilities effectively and efficiently.
- Monitors and evaluates the work environment safety and healthy conditions and follow up the basic work area conditions so that the industrial peace is maintained
- Prepares organizational profiles, register job seekers and find job opportunities for them and facilitate both parties meet for their common interest
- Receives, appraises and registers associations, labour organizations and NGOs and evaluate the activities at regular intervals to make sure that they are working according to the objectives they are established for
- Gathers information about the Oromo Diaspora, communicate and facilitate optimum conditions so that they participate in the local overall efforts and endeavors
- Monitors/supervises/ the rehabilitation centers of persons with disabilities.
PWDs
- Promote the rights of peoples with disabilities
- Provide prosthetic and orthotics devices
- Provide treatment of polio patient, club foot correction, treatment of neurological patients, treatment of burn patient, treatment of patients with different pathology, post fitting prosthetic and orthotic treatment.
- Organize special groups (associations) of PWDs.
- Proved whilcher and crutch for PWDs
- Implement disability national plan of action and standard rules for equalization employment opportunities & rights of PWDs
- Provide institutional care for mentally ill persons and leper patients

Elders
