Vission
The vision of the Agency is to see a region where industrial peace is well maintained, job opportunities are broadened as a result of improved productivity, and the social welfare of the society is enhanced.
Mission
By way of implementing regional and national policies, proclamations, procedures, international conventions, and by undertaking research and building its capacity the agency has a mission of:
- Developing harmonious relationships between labor union and employers; enhancing Occupational Safety and Health (OSH); creating conducive working environment and expanding employment services;
- Developing a strategy to prevent the social problems that invariably affect the welfare of the children, the family, people with disability, the aged, and expanding the social welfare and rehabilitation services in the region.

Duties and Responsibilities
- Implement national and regional social welfare policies, labor proclamations, and other subsidiary laws, rules, regulations, procedures and guidelines in the region;
- Put in place Occupational Safety and Health (OSH) standards, and other preventive mechanisms in a work place;
- Register and give technical support to labor unions and employers associations in the region;
- Register collective agreement and facilitate a way for expeditious resolution of dispute among labor and management;
- Take an appropriate measures in relation to registering vacancies and create an enabling environment that help job seekers be related with the existing job;
- Undertake a study on the situation of manpower and unemployment in the region;
- With full participation of the public at large, expand social welfare programs, prevent social problems, and rehabilitate those who have been affected by social problems;
- Implement programs and projects that ensure the welfare of children and the family, develop a strategy for implementation of conventions that have been ratified by the country;
- Create an environment where the older persons are cared and supported in the community set up;
- Prepare a strategy that enable persons with disability involve in and benefit from political, economic, and social development of the region;
- Promote and provide technical support for NGOs and CBOs;
- Initiate policy ideas, and prepare rules, regulations, and guidelines in relation to the sector and submit for approval by concerned bodies;
- Take an appropriate that deemed important for the successful achievement of its objectives.
