Establishment

The Somali Regional State Labour and Social Affairs Bureau used to be department under the Regional Disaster Prevention Preparedness Bureau; however it was found necessarily separation of bureaus in order to promote the realization of the constitutional provisions (basic principles, policies and critical entry points and strategies) legislature of the regional state has thus established "Labour and Social Affairs Bureau" as public institution marking it accountable to the president of the Regional State (Proclamation No. 33/2002).  It is provided that it is the power and duties of the Bureau to study and ensure the implementation of programs and means for providing assistance to the most vulnerable groups in the society.
Headed by Bureau Head the Bureau of Labour and Social Affairs has two main departments are committed to achieving its objectives besides a service giving department and support service rendering 9 sections.

Vision

The vision of the BOLSA is to ensure that the Somali Regional State inhabitants are in a position/able to do jobs which will enhance their productivity, development and the care of their society and actively involved in every socio-economic development aspects.

Mission

The mission of BOLSA is to conduct studies and research on social and labour phenomenon, initiate concerning laws enact governing rule, and regulations to social and labour affairs and to enforce, implement and execute relevant policies, programs and laws.

The Bureau of Labour and Social Affairs has a high regard for all beneficiaries of the services it renders, it fulfills all its duties in a transparent manner, and it stands the rights and advantages all targeted groups of its services, such as, itPromotes a culture of accountability and renders all its services impartially

Powers, Duties & Responsibilities

The bureau has been given the following power and duties by Proclamation No. 33/2002:

• Prepare draft laws concerning labour relations and upon approval, supervise their enforcement.
• Determine standards and measures for the safety and health of workers and follow up their implementation.
• Issue directives concerning the registration of employees and workers union established at Regional level.
• Facilitate, arbitrate and assist the efficient settlement of collective bargaining and labour disputes following the prescribed legal procedure.
• In cooperation with the appropriate organs undertake studies on the occupational classification and the existing employed manpower in the region.
• Issue and follow up the implementation of directives on the registration of job seekers, vacancies and employment exchange.
• Collect, compile and disseminate information on manpower safety and health of workers and on other matters relating to labour relations.
• Undertake studies regarding special government assistance to be given to women, in particular in the field of education, training and employment, so that they should be able to have equal participation with men in political, economic, social and cultural activities and follow up the implementation of same upon approval.
• In cooperation with the appropriate organs, studies and gives assistance for the implementation of ways and means, for the proper up-bringing of children and youth.
• In cooperation with the appropriate organs, study and ensure the implementation of programs and means for providing assistance to the aged and the disabled.
• In cooperation with the appropriate organs, study and upon approval, follow up the implementation of ways and means for the protection of family and marriage institution.
• Undertake study on the prevention of social problems and give assistance to eliminating it.
